Why use battery starter switch did not respond directly detected?

I want to fix the starter starter switch detects whether the process is not bad, depending on loading dock line starter line switch does not have any reaction to ask how we can not put in check before the starter switch?

Battery starter put on the negative electrode conductor shorted starter switch B + and installed additional head start, (two contacts in parallel on the line when the starter loading)
